I can usually give an estimate after meeting with a client and asking a few questions. When I build a proposal I am as transparent as possible, and I try to be fair across the board. Legitimate developers typically won’t give a price before assessing the scope of the work. If they do, there’s a good chance there will be hidden fees or up-charges. There are, however, developers who will cast a large net with fixed pricing regardless of the content of the site. As the old saying goes, you get what you pay for.
